The Lead Business Analyst is responsible for business analysis leadership, requirements management, and stakeholder collaboration across the programme. The role acts as the key link between client stakeholders and the software delivery teams, ensuring that business objectives and processes are clearly understood and translated into actionable requirements.
The Lead BA provides direction to the Senior Business Analysts, establishing consistent practices for requirements elicitation, documentation, process modelling, user stories, acceptance criteria, and requirements traceability.
Working closely with client stakeholders, Product Owners, Architects, Engineering, QA, and delivery pods, the role facilitates workshops, process analysis, requirement validation, prioritisation, and change management, ensuring that requirements remain clear, complete, and aligned with the overall programme objectives.
A key responsibility is maintaining end-to-end business process alignment across delivery pods, ensuring that individual modules and subsystems work together as part of a coherent business solution. The Lead BA also identifies requirement gaps, dependencies, conflicts, and business risks and ensures that they are addressed proactively.
Ultimately, the Lead Business Analyst acts as the voice of the business within the software delivery organisation, ensuring that client requirements are accurately understood, consistently managed, and successfully translated into valuable software outcomes.

Lead requirement workshops with client stakeholders and translate outcomes into structured functional specifications.
Direct the Senior Business Analyst(s); review and quality-assure all BA deliverables.
Own business process alignment — ensuring platform workflows map correctly to client business processes.
Maintain the requirements traceability matrix from business requirement through design, build, and test.
Manage requirement change requests — impact analysis, prioritization, and formal approval routing.
Work with the QA Lead to ensure test coverage maps to requirements.
Support UAT planning and defect-versus-requirement adjudication.

Experience: 12+ years in business analysis with 4+ years leading BA teams on large platform builds.
Specification: Expert-level functional specification, user story, and acceptance criteria writing.
Traceability: Hands-on experience maintaining formal traceability matrices on contract-governed projects.
Process: Strong process modelling skills (BPMN or equivalent) and workshop facilitation.
Domain: Requirements leadership on government, workflow-heavy, or case-management platforms.
Stakeholder collaboration: Proven ability to align client business stakeholders with delivery teams.
Qualifications and certifications
Education and credentials that support this role.
Bachelor's degree required; business or IT-related discipline preferred.
CBAP/CCBA or PMI-PBA preferred.
Nice to have
Bonus strengths — not required, but valued.
CBAP or equivalent BA certification.
Immigration, visa-processing, or border-control domain exposure.
Experience in multi-stakeholder government requirement environments.
